The Willamette Humane Society (WHS) located in Salem, Oregon is looking for a qualified, self-motivated, energetic, organized, and outgoing individual with compassion for animals. We’re a team of 60+ staff and over 700 volunteers working jointly to achieve our mission: establishing, maintaining, and enhancing the bond between companion animals and people of Marion and Polk counties.
The Foster Specialist (FS) works in cooperation with shelter staff to increase our capacity for care and minimize euthanasia. The FS maintains a volunteer foster force that offers temporary housing in homes in the community. The FS must demonstrate, mentor, and reinforce Willamette Humane Society (WHS) values, principles, and mission-driven culture.
DUTIES AND RESPONSIBILITIES
- Perform job duties in a positive, helpful manner.
- Provide excellent customer service and represent WHS in a professional manner in all situations with the public, volunteers, and staff.
- Assist the public in all aspects of shelter programs and share information to enhance the public’s knowledge of animal welfare as well as their knowledge of WHS mission and programs.
Under the direction of the Foster Supervisor:
- Provide ongoing training for foster parents regarding shelter programs and procedures that impact the foster program.
- Coordinate the smooth transition of foster animals to and from the shelter, ensuring that animals receive all necessary treatments.
- Maintain foster animal records in PetPoint including photos, medical treatments, locations, biographies, and stages.
- Maintain foster family records manually and in PetPoint.
- Make decisions regarding foster animal care, placement, and disposition, including euthanasia.
- Communicate program status and accomplishments monthly, quarterly, and annually.
- Track, coordinate, administer, and record re-vaccinations, tests, and treatments of foster animals.
- Ensure that the surgery needs list is kept up to date with all foster animals.
- Schedule surgery with the clinic for animals in the foster program.
- Develop, support, and work in conjunction with the Foster Mentors including the scheduling and oversight of kitten wellness clinics.
- Engage with, train, and support foster volunteers.
- Provide mentoring, coaching, and feedback to volunteers regarding performance, including corrective action and separation if necessary. (May be done in conjunction with the Volunteer Manager.)
Animal Care Support
- Ensure kennel space is available and set up for incoming kittens.
- Ensure effective communication between foster department and intake and animal welfare departments especially as relates to housing for animals returning from foster.
- Perform the duties of a Certified Euthanasia Technician.
- Contribute to the annual budget process by making recommendations to the Foster Supervisor for maintaining or improving the foster care budget.
- Ensure purchase orders are completed and submitted to the Foster Supervisor in a timely manner.
- Maintain inventory system of foster supplies, tracking supplies transferred from the shelter or clinic inventory, and notifying shelter CVT when supplies are needed.
- Actively participate in Support Team, Leadership Team, and 360 meetings and demonstrate WHS values in action.
Perform other duties as assigned by the Animal Care Manager (ACM).
None but will engage with, train, and support WHS volunteers.
CONTROLS OVER WORK
The FS works under the supervision of the Foster Supervisor and works in close collaboration with the Customer Care and Volunteer Managers as well as the Adoptions, Intake, and Animal Welfare Supervisors.
CONTACTS WITH OTHERS
The FS will have regular contact with other shelter employees, stakeholders, and volunteers from all departments, as well as the public. Some interactions may be difficult due to the nature of customers’ needs. External contacts may include vendors, other shelters and rescue groups, veterinary clinic staff, and other animal-related organizations. Contact with others will require tactful exchanges and a positive, professional demeanor. Contact and communication is carried out through face to face, telephone, and electronic interactions.
- Work takes place both indoors and outdoors.
- Will have regular contact with animals with varying degrees of domesticity and physical condition. (Will be expected to work around live and deceased animals.)
- Will work directly with animal wastes, potentially harmful cleaners and disinfectants, high noise, and potentially hazardous conditions, including the risk of animal bites and zoonotic diseases.
- May be exposed to heights, such as step stools or ladders.
- Must employ basic safety standards at all times. Will have access to, and be required to use, protective equipment such as boots, gloves, protective eye and ear wear, etc.
- Evening, weekend, and holiday work is required.
- Frequently required to stand, walk, sit, and reach.
- Must be able to lift 40 pounds.
- Work performed requires lifting, bending, stooping, twisting, pushing and other strenuous activities for extended periods of time.
- The position requires regular use of a computer, telephones, and other standard office equipment.
- Work is often done in a time sensitive and demanding environment.
- May be required to take a physical examination paid for by WHS prior to the start of work activities.

- Must be able to thoroughly learn WHS policies and procedures, including, but not limited to animal care, admissions, and adoptions.
- Strong organizational skills, attention to detail, accuracy, and good follow-up skills, time-management skills with the ability to implement priorities, and the ability to consistently meet deadlines with steadfast dependability.
- Must have the ability to objectively evaluate animals on an individual basis.
- Must understand and support humane options of training and be able to counsel the volunteers and the public in matters of training, behavior modification, and socialization.
- Must possess the ability to use exceptional judgment to provide the best counsel and customer service to both customers and animals even under stressful conditions.
- Ability to create and sustain positive working relationships within WHS with volunteers, the public, and be a team player.
- Must be able to deal with conflict in a professional and constructive manner.
- Must work in a manner that reflects a safe environment for animals, the public, and other employees.
- Ability to handle animals safely and with patience, gentleness, and compassion.
- Ability to handle multiple tasks in a busy workplace environment.
- Ability to learn and quickly adapt to changes in programs and procedures.
- Facilitate decisions that result in our customers and animals receiving outstanding, personalized service.
- Capable of learning industry databases, i.e. PetPoint and Point of Sale software.
- Ability to speak and understand Spanish is a desirable but not required.
EDUCATION AND EXPERIENCE
- Must be a high school graduate or equivalent, and be able to read, write, and speak clearly in English so that written and verbal instructions can be communicated effectively.
- Previous shelter or veterinary experience is desired, with one year of supervisory experience preferred.
- Previous shelter or veterinary experience is preferred. Must have working knowledge of dog and cat breeds, an understanding and recognition of common diseases, medications, medical conditions, animal handling and behavior, and considerable knowledge of safe procedures for handling animals.
- Have an Oregon Animal Euthanasia Technician certificate or receive certification within 6 months of hire. Experience as a euthanasia technician is preferred.
- Proficiency in Microsoft Office and a Google environment.
Additional requirements: Must have a demonstrated interest and enthusiasm for animal welfare and WHS Mission; be willing to work weekends, evenings, and holidays as required by the job; have a valid Oregon driver’s license and insurable by WHS vendors; and meet the physical requirements of the job.
Wage: Starting at $11.50 per hour DOE. There is no relocation benefit for this position.
Schedule: Varies – 7 days a week, hours between 7am and 7pm
